Work Arrangements: Due to the nature of the work and operational requirements, this position is eligible for a hybrid work arrangement (combination of working onsite and telework). Employees in this position who telework will be required to travel to the identified work site at least three times per week at their own expense.

The Role

We are looking for a Program Advisor, Due Diligence to support our teams within NRC-IRAP’s Division Services. The Program Advisor would be someone who shares our core values of Integrity, Excellence, Respect and Creativity. 

 

Reporting to the Director of Program Expertise within NRC-IRAP, the incumbent in this role will:

  • Lead in the design, development and delivery of due diligence, evaluation or assessment frameworks and methodologies for new and ongoing IRAP programming, and make recommendations to senior management. 
  • Be responsible for supporting IRAP's work with innovative SMEs by providing advice and guidance related to the government of Canada innovation programs.  
  • Build and manage relationships with businesses and government departments. 
  • Lead projects in collaboration with other government departments and agencies.  
  • Act as a trusted advisor to IRAP’s Leadership Team.
  • Lead stakeholder consultations and work collaboratively with multi-disciplinary teams.

Education

Undergraduate degree from a recognized postsecondary institution in a relevant discipline.

Experience

  • Recent** experience in developing or delivering grant and contributions programs in collaboration with other government departments or agencies.
  • Recent*** experience in the design, development and delivery of due diligence, evaluation or assessment frameworks.
  • Recent** and significant* experience in the planning, business case development, design and implementation of national programs and/or strategic initiatives in a grants and contributions environment.
  • Recent** and significant* experience in the provision of expert advice and guidance to senior management as relating to government programs.
  • Experience building and managing relationships with businesses and government departments or programs which support innovative SMEs.
  • Experience working in the science or technology field.

 

Asset Criteria:

  • Experience in executing complex**** projects and programs.

 

* Significant experience is defined as having the depth and breadth of experience that would normally have been gained performing the duties over a period of three (3) years or more. 

** Recent is defined as within the last five (5) years.

*** Complex defined as horizontal or multi-organization.

Compensation

The intent of this hiring action is to staff this position at the RCO 4 or 5 level, which is a mid to late-career level position with a salary range of $140,321 to $179,422.

 

NOTE: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate’s expertise, outcomes and impacts of their previous work experience relative to the requirements of the level.  As such, the initial salary could be within another level of the RO/RCO salary scale (i.e. above or below the intended level for this position).
