Your Challenge

The role of the Emerging Technologies Division (ETD) is to establish and sustain capabilities – expertise and R&D platforms – that address Canada’s future needs and opportunities. The Division also supports mandated activities to maintain Canada’s national measurement system and manage academic access to some of Canada’s large scale research infrastructure. To deliver on this role, we are seeking for a Senior Policy and Planning Analyst . Under the direction of the Executive Advisor to the Vice-President Emerging Technologies, the Policy & Planning Analyst will research, analyze and provide executive support and advice to NRC Senior Management on subjects of significant importance to the NRC, the Division and the management of programs. This position involves extensive research and analysis across a wide set of policy issues.

In particular, the Senior Policy and Planning Analyst will support NRC’s role to administer operational funding to TRIUMF, Canada's national laboratory for particle and nuclear physics and accelerator-based science, and to monitor all matters related to the NRC contribution agreement with TRIUMF, including reporting and new policy requirements, as well as coordinating and acting as secretary for the Advisory Committee on TRIUMF and the Agency Committee on TRIUMF.

The Senior Policy and Planning Analyst will provide policy advice on complex large-scale research infrastructure investments in astronomy and support the Vice-President in her role in relation to major research infrastructures.

Education

Bachelor’s degree in sciences, engineering, business/public administration, law or in another field relevant to the position.

A graduate degree is considered an asset.

Experience

  • Significant experience working in a complex environment, serving a number of internal and external clients and interacting with multiple stakeholders from government, industry and academia;
  • Significant experience in research (including environmental scanning), analysis, preparation and presentation of detailed and complex reports and briefing notes on issues related to innovation, government science and technology policy, and their relevance/implication for NRC;
  • Significant experience in developing and maintaining a network of contacts;
  • Experience in applying project management principles;
  • Significant experience in corporate level planning, business and/or policy development in a government or business environment.
  • Experience in audit or evaluation would be an asset.

Relocation

Relocation assistance will be determined in accordance with the NRC's directives.

Compensation

This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. The RCO group uses a person-based classification system instead of the more common duties-based classification system. Candidates are remunerated based on their expertise, skill, outcomes and impacts of their previous work experience. The salary scale for this group is vast, from $57,220, to $161,754 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions. For this position, the ideal candidate would have significant work experience.

In addition, the incumbent who meets the language requirements will receive the Bilingualism Bonus of $800 per year.
