The role

We are looking for a Grants and Contributions Program Advisor to support our National Programs Office (NPO) . The Grants and Contributions Program Advisor would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

 

NRC conducts strategic research to meet Canada’s current and future industrial and societal needs. An important part of this research effort is the implementation of multi-year, mission-oriented research and development (R&D) programs that draw on our people, equipment and facilities. Among these R&D programs are Collaboration R&D Programs through which NRC works with external collaborators (e.g., universities, businesses and not-for-profits) to achieve targeted outcomes. Collaboration R&D Programs make use of grant and contribution (G&C) funding to defray R&D project costs incurred by some of those external collaborators.


G&C funding for Collaboration R&D Programs is administered by the NRC’s National Program Office (NPO). We are seeking G&C Program Advisors to work in team environment to help NPO fulfil this G&C administration function. As a specialist in the design and delivery of transfer payment programs with in-depth knowledge of the relevant legislative and policy frameworks, the G&C Program Advisor will serve as a G&C thought leader who provides expert advisory services, guidance, coaching and related support to a range of internal and external stakeholder involved in the intake, review and processing of G&C funding applications under the Collaboration R&D Programs. The G&C Program Advisor will also lead the development and continuous refinement of the internal policies, procedures and related tools for the delivery, management and oversight of G&C funding administered by the NPO.

University degree in business or public administration or another discipline related to the duties of the position.

Experience

  • Significant* experience in overseeing and managing the full lifecycle of transfer payment program delivery from proposal intake to the oversight of agreements within a Government of Canada Grants and Contributions (G&C) environment.
  • Significant* experience in developing procedures, policies, guidelines, and associated tools to support the effective delivery, management, and oversight of transfer payment programs.
  • Significant* experience in researching, developing, and presenting strategic recommendations to management and stakeholders on complex G&C program and policy matters, including providing expert advice, interpreting policy impacts, and supporting evidence-based decision-making.
  • Experience in designing, developing, and delivering training or guidance to program staff to support the implementation and consistent application of procedures, policies, and tools related to transfer payment programs.
  • Experience in conducting consultations and fostering productive relationships with a variety of internal and external stakeholders and/or clients.
  • Experience managing or supervising staff in a research, technical, or administrative setting, including workload planning, performance management, and fostering a collaborative team environment, is considered an asset.

 

*Significant experience is defined as the depth and breadth of experience normally associated with full time performance of duties for a cumulative period of at least 3 years in the last 5 years. 

Condition of employment

Secret clearance


A thorough security clearance process will be applied. 

 

For a Secret Clearance, verification of background information over a period of 10 years is required. Individuals must have lived in Canada for a sufficient period of time to enable the security screening process.

Compensation

These positions are classified as a Research Council Officer (RCO), a group that is unique to the NRC.  The intent of this hiring action is to staff this position at the RCO-3 level, which is an intermediate to senior-career with a salary range of $119,688 to $139,608.  

 

NOTE: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate’s expertise, outcomes and impacts of their previous work experience relative to the requirements of the level.  As such, the initial salary could be within another level of the RCO salary scale (i.e. above or below the intended level for this position).
