The role

We are looking for Finance Clerks to support our Invoice Processing and Payment Verification teams within the Finance and Procurement Services Branch. The Finance Clerk would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

 

This anticipatory staffing will be looking at a variety of candidate strengths to staff positions in Accounts Payable Invoice Processing and Payment verification, and/or accounts Receivable. Responsibilities may include:

 

  • Create and maintain files and performs related duties involving invoice processing or payment verification within Accounts Payable. Liaises with Corporate Finance and Procurement Services Personnel. 
  • Reviews financial coding for accuracy and appropriateness and verifies appropriate Section 32 and Section 34 based on budget holder’s delegated authority 
  • Ensures that all requests for payment meet NRC Policy and Procedures, Government Contracts Regulations, Treasury Board policies and directives and Financial Delegation of Authorities by ensuring that proper invoice verification has been completed and is within Policy by doing a pre-audit of general ledger coding,
  • Ensures that all invoices are processed in accordance with NRC Policy and Procedures, both with and without reference to a purchase order, in an efficient and timely manner; liaising with Accounts Payable team members, Finance and Procurements Services branch colleagues and CBI contacts as required.
  • Verifies and processes invoices related to all types of expenditures, including contribution agreements, and maintains proper documentation related to financial files, while ensuring that Policies and Procedures are met, and that various types of agreements respect their specific terms and conditions.
  • Prepare daily deposits for all incoming payments and ensure they are processed with due diligence and in accordance with NRC guidelines and all applicable policies.

Screening criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

Successful completion of secondary school according to provincial standards.

 

Post-secondary education in Accounting or a related field will be considered an asset.

Experience

  • Experience in performing Accounts Payable functions and /or Accounts Receivable functions.
  • Knowledge of financial accounting principles and processes, especially pertaining to the accounts payable role and /or the accounts receivable role, and awareness of the pertinent Directives of NRC’s Financial Management Manual and Sections of the Financial Administration Act.
  • Significant* experience with MS Office suite products such as Word, Excel, PowerPoint and Outlook to create informative financial reports.

 

*Significant means a minimum of 2 years’ experience.

 

Experience in the use of SAP software would be an asset.

 

Awareness of Treasury Board Financial, Procurement and Contracting Guidelines would be an asset.

Compensation

From $49,665 to $65,854 per annum. 

 

In addition, certain positions will receive the Bilingualism Bonus of $800 per year.
