We are looking for a Procurement Officer to support our Finance and Procurment Services Branch. The Procurement Officer would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

 

Under the guidance of the Director of Procurement Services, Head of Procurement, and or a Regional Supervisor, you are responsible for supporting the organization's procurement and contracting functions. 

 

Procurement Services is looking to establish a pool of candidates for PG-02 positions located in various cities across the organization.  These positions offer opportunities in a high volume and fast paced team environment.  Candidates who are interested in learning or growing their skills and experience in the procurement and supply chain field are welcome to demonstrate their interest. 

 

Responsibilities: 

  • Issue sole source and competitive tenders, subsequent analysis and award of contracts;
  • Interpret legislation, regulations, policies, directives, guidelines, methods and practices applicable to contracting and procurement of goods and services in the Federal Government and providing guidance in their application;
  • Provide guidance or other forms of assistance to managers regarding specifications and standards on procurement to ensure the utilization of the most economical and practical method of supply;
  • Apply LEAN procurement methods to reduce turnaround time for clients and interact with the scientific and technical staff to determine requirements, no substitution and/or sole source justification and to assess the urgency, quality and best value;
  • Assess client purchase requests and issuing purchases orders within the delegated authorities;
  • Evaluate competitive proposals/tenders against predetermined criteria;
  • Invite suppliers for quotes as appropriate, review proposals, negotiate terms to ensure that the information accurately reflects the requirements and policies in place;
  • Assure contract compliances and resolve vendor issues as required;
  • Apply best procurement practices to ensure proper flow of transactions in the procurement process and resolving issues invoicing issues as appropriate; 
  • Assist in defining the needs for standing offers, standing orders and maintenance and repair service contracts, in order to speed up purchasing processes and reduce execution times.

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

The incumbent must have a minimum of a Post-secondary diploma from a recognized college or certification in a professional program (Supply Chain Management) or an acceptable combination of secondary school education, training, and relevant experience related to procurement, finance or business. 

 

Supply Chain Management Diploma/Certification or working towards designation would be considered an asset.

Experience

Minimum of one year experience in a work environment related to material management with a focus on Procurement, performing tasks such as contracts for goods and services, resolving issues as part of the procure to pay process and providing procurement advice to clients within the federal government setting.

 

  • Extensive experience of procurement rules, techniques and practices applicable to routine contracting and procurement to provide assistance, guidance and services to clients;
  • Significant experience in purchasing administrative processes including all phases of the procurement cycle, and the various methods of procurement; 
  • Experience of PSPC, TBS, and NRC regulations and policies related to procurement; and
  • Experience of office software systems used for communication, administration and planning (e.g. word processing, spreadsheet, database, email, Internet and SAP).

Technical Competencies

  • Solid knowledge of the various laws, regulations, principles regarding procurement;
  • Solid knowledge of the practices and guidelines that govern federal government procurement;
  • Solid knowledge of purchasing administrative processes including all phases of the procurement cycle, and the various methods of procurement; and
  • Strong ability to use MS Office Suite (Excel & Microsoft Word) & SAP material management.

Relocation

Relocation assistance will be determined in accordance with the NRC's directives.

Compensation

From $62,230 to $71,043 per annum.
