We are looking for a Finance Officer to support our Finance and Procurement Services. The Finance Officer would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.
The Finance Officer is located with a designated Research Centre/Branch/IRAP (C/B/I), providing financial support for all financial administration activities for this C/B/I. In collaboration with the Comptroller, this includes the provision of expert financial support and guidance in financial forecasting for program planning and budgeting activities, monitoring their financial status and providing budget information and guidance, by participating in the implementation of the various accounting systems, sub-systems and business processes and monitoring their use to ensure the internal control of all of the financial activities for the C/B/I. This position will also help the FMAS managers with corporate projects as needed.

Key Activities Include:
- Monitor and evaluate HR related actions and manage ongoing salary forecasting for the C/B/I.
- Oversee operating expenditure processes including maintaining budget updates, complex JVs, month end review of prepaids, and overall tracking and reporting of expenses.
- Enable the C/B/I and comptroller to generate ad hoc reporting and analysis, using existing reports in order to access data.
- Develop new reporting tools and lead data extractions in excel and various reporting tools.
- Understand, interprets and enables proper asset and inventory life cycle management.
- Coordinate financial forecasting process with key stakeholders and provide reports and advice to comptroller.
- Provide strategic support, training and guidance in financial systems and procedures.
- Guide client in creation and review of forms submitted such as asset creation and completion forms.
Screening criteria
Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:
Education
Bachelor’s degree from a recognized university with specialization in accounting, finance, business administration or commerce.
Possession of a Chartered Professional Accountant (CPA) designation, or active enrollment in a CPA program leading to designation, is considered an asset.
An equivalent combination of education and extensive experience with financial accounting operations in the Government of Canada may be considered.

Experience
- Significant experience* in the delivery of financial services for financial and management accounting, financial policy, and financial systems;
- Significant experience in analyzing and interpreting complex financial information;
- Significant experience in analyzing, developing and implementing business processes and procedures;
- Significant experience in the use of MS Excel to proficiently manipulate data and tables;
- Experience in the provision of financial advice and support to management in financial forecasting, budgeting and reporting.

- Knowledge of the Financial Administration Act;
- Ability to extract financial data and reports from acomplex ERP environment, understands links between the various modules and interpret information to assist business partners;
- Ability to use MS Excel proficiently to manipulate data and tables;
- Solid knowledge of financial forecasting principles as well as planning and budgeting;
- Ability to plan, develop, and implement financial management procedures.

Compensation
From $81,546 to $110,623 per annum.
