Note: The intent of this selection process is to staff one (1) continuing position. A pool of qualified candidates may be established to staff similar positions with various language requirements and various tenures (indeterminate, term, deployment, acting, secondment or assignment) within the National Research Council Canada. We are looking for a Senior Evaluator Officer to support the Office of Audit and Evaluation located on the Montreal Rd Campus in East Ottawa. The selected candidate would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

Under the direction of an Evaluation Manager, you would be responsible for planning and coordinating evaluation projects or components of projects. You would also be responsible for conducting primary evaluation research (e.g., market assessments, interviews, focus groups).


As a Senior Evaluation Officer, you will be involved in evaluation planning, data collection, analysis and synthesis of data collected as well as report writing. You will work closely with other members of the evaluation team.

*Please note that this position is classified as a Research Council Officer (RCO), for evaluators working in the core public service, this position is similar to an EC-5 or EC-6.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

This position requires a university degree with a specialization in business, economics, public administration, social or natural sciences or engineering.

 

Graduate degree or post-graduate certificate in social sciences (evaluation, business, economics, public administration or related fields), natural sciences or engineering could be considered an asset.

 

Credentialed Evaluator designation from the Canadian Evaluation Society could be considered an asset.

Experience
  • *Recent and significant experience collecting and analyzing qualitative and quantitative data;
  • *Recent and significant experience in writing reports or portions of reports;
  • Experience conducting evaluations of science, engineering and innovation programs could be considered an asset;
  • Experience developing and implementing results-based management tools (such as logic models, performance measurement, etc.) would be considered an asset; and
  • Experience in project management (planning phase) would be considered as an asset.

 

*Recent experience is defined as experience within the last five (5) years.

Condition of Employment

Secret (II).  A Secret clearance must be obtained within 12 months of employment.

Relocation

Relocation assistance will be determined in accordance with the NRC's directives.

Salary Range

This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. The RCO group uses a person-based classification system instead of the more common duties-based classification system. Candidates are remunerated based on their expertise, skill, outcomes and impacts of their previous work experience. The salary scale for this group is vast, from $55,541 to $157,009 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions.  The Senior Evaluation Officer we are seeking would be placed at a range between $87,000 to $113,147.  In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
