Work Arrangements: Due to the nature of the work and operational requirements, this position is eligible for a hybrid work arrangement (combination of working onsite and telework). Employees in this position who telework will be required to travel to the identified work site at least three times per week or a minimum of 60% of their regular work schedule at their own expense.

The Role

We are looking for a Safety and Risk Management Officer to support Health and Safety and Environmental regulatory and NRC programs/policies compliance within the Aerospace Research Centre’s facilities. The Safety and Risk Management Officer would be someone who shares our core values of Integrity, Excellence, Respect and Creativity. 

 

As a Safety and Risk Management Officer, you will collaborate with all levels of the employees (director, team leaders, facility managers, project managers, and technical officers), designated Health, Safety and Environment Branch (HSEB) Client Service Advisor, Committees on Occupational Safety and Health (COSH) members, and relevant Real Property Planning and Management (RPPM) employees.

 

Your responsibilities include but are not limited to the following:
 

  • Perform facility and project safety and environmental hazard and risk assessments in collaboration with designated employees and develop mitigation actions. Help execute and follow up on progress on action plans;
  • Identify and maintain a ‘live’ updated list of applicable health, safety, and environmental regulations with the help of the HSEB Client Service Advisors. Identify any gaps and develop/update operational policies and procedures accordingly. Assist the laboratories to meet the regulatory requirements;
  • Provide technical expertise in developing and deploying equipment-level and/or lab-specific procedures and guidelines (e.g., confined spaces, lock-out/tag-out, material handling, working alone, chemical management) that ensure compliance with all applicable regulations and established NRC programs, policies, and directives;
  • Identify HSE training requirements and monitor the status of training for employees of the labs. Select training providers and resources in collaboration with the HSEB Client Service Advisors;
  • Lead complex and multi-party involved hazardous occurrence incident investigations and work with the lab management team to develop actions to address the root cause(s);
  • Perform assigned workplace inspections along with designated lab employees to ensure safe operations of the equipment and machinery. Audit the lab’s compliance with NRC HSE policies, directives, and programs and report the findings to the lab management team. Recommend and help implement corrective actions and opportunities for improvement;
  • Maintain records of lab safety and environmental incidents, workplace inspections, audits, and corrective actions. Prepare comprehensive reports summarizing HSE performance, trends, and areas needing improvement for management review.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

Bachelor's Degree in Engineering or Applied science or in a related field.


A College Degree in Mechanical or Electrical with extensive experience in an industrial sector (e.g., manufacturing, mining, oil and gas).


Registration with the Canadian Society of Safety Engineering is an asset.

Experience

  • Significant* experience in identifying health, safety, and environmental hazards, and in developing and implementing effective actions to eliminate these hazards and reduce risks;
  • Significant experience in developing health and safety procedures that need to be followed in a manufacturing or research organization; and
  • Recent* experience in leading hazardous incident investigations and supporting the development and implementation of action plans.

 

Asset: 

 

  • Experience providing training sessions on HSE.

 

Significant* refers to between 2 to 6 years of experience.

 

Recent* refers to experience acquired within the last 5-7 years.

Condition of Employment

  • Must be able to possess and retain the physical capabilities to perform the position which include but may not be limited to: crouching, bending, twisting, walking, climbing stairs & ladders, ability to hear to diagnose mechanical troubles, and the ability to handle heavy and bulky objects;
  • Must have and retain the physical capacity to lift, move or carry heavy objects, crouch and bend, and work in dusty environments with irritating chemicals and disagreeable odours;

Candidates will be assessed on the basis of the following criteria:

Technical Competencies

  • Knowledge of Canadian federal, provincial, and municipal legislation and regulations related to health, safety, and the environment;
  • Knowledge of hazards commonly encountered in an industrial environment (e.g., electrical, mechanical, hydraulic, pneumatic lifting, gas emissions, chemicals, confined spaces, heights, rotating machinery, extreme temperatures) including knowledge of how to help mitigate;
  • Knowledge of principles and techniques for performing HSE hazard and risk assessments;
  • Knowledge of incident investigation techniques (e.g., 5-Why, Fishbone diagrams, 8-Ds);
  • Ability to present training relating to HSE;
  • Advanced abilities in technical writing skills for the intended audience and purpose such as detailed work instructions for facilities; and
  • Ability to use monitoring and detection equipment such as noise meters, gas monitoring equipment, moisture level, light meters, and conduct analysis, assessment, and develop related recommendations is an asset.

Compensation

Salary under review 

 

From $73,744 to $94,839 per annum.
