The role

We are looking for a Real Property Officer to join our Real Property Planning and Management (RPPM) Branch. The Project Manager would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

The Real Property Officer supports the NRC in its stewardship and management of its real estate portfolio with traditional portfolio administration practices with respect to transaction management.  

The successful candidate will be accountable for the administrative support of the real property portfolio transactions across several disciplines including: real estate services (leases, licenses of occupation, disposals and acquisitions), and accommodation management.  A core responsibility is the preparation of leasing and letting agreements for clients across Canada, fulfilling legal, policy and administration obligations to ensure contractual commitments are being met as well as research and market analysis of real estate trends. 

The incumbent plays a key role in supporting the NRC’s research and development facilities to ensure that the real property transactions are in alignment with the objectives of the research centres.

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

Post-secondary diploma in Business Administration, Commerce or in a field relevant to the position. 

An equivalent combination of education, training and/or experience relevant to the position might be considered.
University degree would be considered an asset.

Experience

  • Recent* and significant** experience in lease administration and coordinating real property transactions related to leasing and license of occupation. 
  • Significant** experience drafting and/or reviewing documentation related to leasing, letting, or other similar occupancy contracts or agreements.
  • Significant** experience conducting real estate market research across Canada, including appraisals. 
  • Recent* and significant** experience fostering landlord-tenant relationships.
  • Recent* and significant** experience gathering and analyzing client requirements to prepare recommendations.

The following experience would be considered as an asset:

  • Experience negotiating with landlords and/or commercial tenants. 


* Recent experience is defined as within the last two (2) years. 
** Significant experience is defined as two (2) to six (6) years of experience.

For a Reliability Status, verification of background information over a period of 5 years is required.

Technical competencies

  • Ability to determine risks, complexities and sensitivities of real property transactions and make recommendation on how to proceed.  
  • Ability to compile and summarize information into a summary report. 
  • Knowledge of real estate principles, including interpretation and adherence to leases.
  • Solid ability to gather, manage and compile data using an information management software such as Excel.

The following competency would be considered as an asset: 

  • Knowledge of Treasury Board of Canada Secretariat Policy on the Directive on the Management of Real Property.

Compensation

From $72,436 to $85,298 per annum. 

In addition, the incumbent who meets the language requirements will receive the Bilingualism Bonus of $800 per year.
