We are looking for a Program Officer to support the Industrial Research Assistance Program (IRAP) Learning Team, located on the Montreal Rd Campus in East Ottawa. The selected candidate would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.


As a Program Officer on the Learning Team, you will report to the Program Advisor. You will provide instructional design advice and guidance related to IRAP learning initiatives in subject areas such as orientation, leadership, technical skills, soft skills and compliance, as well as evaluation approaches. You will have an opportunity to provide recommendations for learning program development and delivery, as well develop and deliver learning to IRAP colleagues. You will collaborate with the Program Advisor, internal stakeholders and external parties to develop and facilitate learning delivery across all regions and provide recommendations for, and contribute to, evaluation strategies to measure and report on learning effectiveness and impacts.
  
Occasional travel may be required for training purposes and regional meetings. 

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

Requires university degree in education, adult learning, instructional design, or other discipline related to the duties of the position.

Equivalency based on a combination of education and experience would be considered.

Experience

  • Significant experience in applying adult learning principles and instructional design methodologies to develop learning solutions for a variety of delivery methods
  • Significant experience in communicating and collaborating with a variety of employee levels within an organization and building relationships with internal and external stakeholders. 
  • Extensive experience in the creating, reviewing, and amending communications and learning materials (digital and print).
  • Advanced-level experience using the Microsoft Office Suite, specifically Powerpoint, Excel, Word and Outlook
  • Significant experience in developing evaluation strategies and analyzing/reporting on learning-related data and trends.
  • Significant experience in the use of elearning authoring tools (Adobe Captivate an asset)

Extensive is defined as 7 years or more of experience

Candidates will be assessed on the basis of the following criteria:

Technical Competencies

  • Knowledge of IRAP programs, partners, objectives and operational environment
  • Advanced knowledge in adult learning and instructional design principles.
  • Solid knowledge of learning management systems and the administration of systems (SuccessFactors an asset)
  • Solid knowledge of the MS office suite and the ability to create reports in EXCEL, extract relevant information, perform analysis of data and create summaries for the purposes of communication within the team. 
  • Knowledge of learning authoring tools (Captivate an asset) as well as SCORM compliance.
  • Ability to communicate effectively orally and in writing.
  • Ability to plan  and execute on multiple projects and provide ongoing status updates.

Relocation

Relocation assistance will be determined in accordance with the NRC's directives.

Salary Range

From $69,087 to $81,221 per annum. 

 

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
