Your Challenge

Help bring research to life and drive your career forward with the National Research Council of Canada (NRC), Canada's largest research and technology organization.

 

We are looking for a Policy Advisor (PA) to support our Ocean, Coastal River Engineering (OCRE) research centre. The PA would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.


The primary responsibility of the position is to engage with stakeholders to better understand how NRC and Transport Canada can together enable clean, quiet, connected and secure ships and shipping in Canada, and to promote research and innovation direction across other government departments, industry and academia. You will be part of an interdepartmental team working to better understanding of the innovation needs within this important industry and will use that newly acquired knowledge to support the development of policies, strategic research initiatives, and program development. In addition to the interdepartmental nature of the position, the incumbent will also work with engineers, researchers and technical experts in world-class facilities.

Activities also include the development of proposals for new research initiatives and client projects, project management and providing service to NRC clients.

This position requires the incumbent to have excellent communication skills and give advice and recommendations to the Director and other senior executives; sometimes in situations where there may be imperfect or unclear information.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

University degree in the applied, natural or social sciences, business, economics or public administration.

Experience

  1. Experience working with marine policies for program development related to ships and shipping.
  2. Experience developing policies and strategic research initiatives.
  3. Experience researching, consulting, drafting documents, and providing advice on various strategic policy and program issues.
  4. Experience providing advice, support, and leading in the development of input into horizontal and centrally-led government initiatives.  
  5. Experience acting as Project Manager for special projects
  6. Experience preparing briefing material on various policy issues.

Relocation

Relocation assistance will be determined in accordance with the NRC's directives.

Compensation

The intent of this hiring action is to staff this position at the RCO-3/AcRO level, which is a mid-career level position with a salary range of $105,785 to $123,393

 

NOTE: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate’s expertise, outcomes and impacts of their previous work experience relative to the requirements of the level.  As such, the initial salary could be within another level of the RO/RCO salary scale (i.e. above or below the intended level for this position).

 

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
