We’re looking for Performance Officers and Senior Performance Officers to support our Policy, Strategy and Performance branch. The Performance Officer/Senior Performance Officer would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

For this unique opportunity, we’re looking for creative and innovative thinkers. Our Performance Officers and Senior Performance Officers lead the implementation, management and reporting of the NRC’s results framework. Critical to this position is the ability to apply performance measurement principles, undertake comprehensive analyses and communicate results effectively – to support continuous improvement, facilitate decision-making, drive corporate strategy and meet external requirements (Government and Ministerial priorities, Treasury Board Secretariat policies).
 

Our Performance Officers and Senior Performance Officers provide advice and support at all levels of the organization on performance measurement, reporting and overall results-based management. This position requires the ability to build and maintain positive internal and external relationships with clients and stakeholders.

Candidates must clearly demonstrate in their cover letter how they meet the education and experience factors (including asset criteria, if applicable) listed on the poster. Candidates must use the education/experience criteria as a header and then write one or two paragraphs demonstrating how they meet them by providing concrete examples.

Education


University degree in science, engineering, business / public administration or in another field that is relevant to the duties of this position.

Experience

 

  • Significant experience applying performance measurement principles, including: defining measureable results and developing meaningful performance indicators.
  • Significant experience in research, analysis, preparation and presentation of reports to internal and external stakeholders.
  • Significant experience building relationships, providing advice and working with stakeholders at all levels of the organization.
     

*** NOTE – while the immediate requirement for this position is a Senior Performance Officer, a lesser level of experience in the areas listed above may be considered for the Anticipatory staffing of Performance Officers.
 

  • Experience responding to requests from central agencies (e.g. Treasury Board Secretariat, Privy Council Office) and in supporting the results elements of Memorandum to Cabinet and Treasury Board Submissions may be considered an asset.
  • Experience in applying the elements of the PuMP® performance measurement process may be considered an asset.
  • Experience in planning, risk management, evaluation and/or internal audit may be considered an asset.

Technical Competencies

 

  • Knowledge of performance measurement principles, including defining measurable results, developing meaningful performance indicators, designing performance reports and creating logic models.
     
  • Working knowledge of the TBS Policy on Results and its related directives.
     
  • Ability to use strong analytical skills with minimal supervision to analyze performance results, draw conclusions and communicate recommendations.
     
  • Ability to monitor effectiveness of performance measurement strategies, processes and tools and make recommendations for improvement.

Relocation

Salary Range

 


This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. The RCO group uses a person-based classification system instead of the more common duties-based classification system. Candidates are remunerated based on their expertise, skill, outcomes and impacts of their previous work experience. The salary scale for this group is vast, from $55,541 to $157,009 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions. 

 

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
