Your Challenge


We are looking for an IT Specialist to support our Construction Research Centre. The IT Specialist would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

The Construction Research Centre leverages a number of externally and internally accessed IT applications to meet research and technology project deliverables, and to serve our clients. These are built on top of data acquisition systems, relational databases and IT infrastructure.

The various research teams also use a wide range of technologies to advance their work, and seek the counsel of the Research IT support team to make informed technology decisions.

The IT Specialist will provide support for complex technical problems related to applications and technology by troubleshooting and analyzing problems, implementing solutions and developing new procedures. At ease working independently or as part of a team, the IT Specialist will provide system support and maintenance, gather business requirements from clients, and contribute to planning, developing and implementing new systems or enhancements.  They will also be expected to establish and execute system test procedures, develop technology change implementation plans, create the required program and system documentation, and follow up to ensure all functionality has been delivered as required.

Success in this position will require an adaptable and client-centred approach where the IT Specialist may need to reprioritize their work activities to respond to urgent needs.  Close collaboration with the Team Leader will ensure that the team’s promised deliverables continue to advance, while also providing an opportunity to develop additional technical and business skills.

Education


A University degree with a concentration in software development, computer science or Information technology management.

A combination of post-secondary education with experience in at least three of: Oracle database & Oracle PL/SQL, MS SQL database, PowerShell, application development, web technologies and network technologies may be considered

Experience

 

  • Experience in analysis, design and programming using advanced programming languages and technologies.
     
  • Basic experience in server administration, user account management and application maintenance.
     
  • Basic experience in the development and maintenance of business applications.
     
  • Experience with other aspects of Information Technology, such as TCP/IP network protocol, firewall, wireless technologies and connectivity of cellular and IoT devices.
     
  • Experience in Agile development would be considered an asset.

Technical Competencies

 

  • Programming knowledge with various PC software development packages and languages such as Visual Studio, Structured Query Language (SQL), SQL Management Studio, .NET Framework, HTML, ASP.NET, PowerShell, IIS or MS Access.
     
  • Knowledge of network technologies (cabled, wireless, cellular, etc.), firewall concepts, IT security concepts, smartphone, IoT and tablet technologies, www, backup systems.
     
  • Knowledge of security and privacy principles in order to ensure their integration in all proposed business solutions and/or projects.
     
  • Must have excellent problem-solving and analytical skills.
     
  • Capable of multi-tasking and managing concurrent tasks and initiatives.
     
  • Ability to plan and organize activities to achieve a desired goal.
     
  • Advanced ability to read, write and communicate orally in primary official language, along with ability to respond effectively to a query in the other official language.

Relocation


Relocation assistance will be determined in accordance with the NRC's directives.

Salary Range


From $73,450 to $92,229 per annum. 

 

In addition, the incumbent who meets the language requirements will  receive the Bilingualism Bonus of $800 per year.
 

An incumbent occupying a position within the CS Group is currently entitled to receive a terminable allowance of $176 per month.
