Work arrangements: Due to the nature of the work and operational requirements, this position is eligible for a hybrid work arrangement (combination of working onsite and telework). Employees in this position who telework will be required to travel to the designated work site at least three times per week or a minimum of 60% of their regular work schedule at their own expense.

The role

We are looking for a Health Safety and Environment Technical Officer to support our Health, Safety and Environment Branch (HSE). The Health Safety and Environment Technical Officer would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

If you answered, “Yes”, consider joining the HSE Team at NRC! As an HSE Technical Officer, within NRC’s, Health, Safety and Environment Branch (HSE) you will help develop and i manage NRC-wide programs that will help advance NRC’s health, safety and environmental management across NRC workplaces.


Under the direction of the Manager, HSE Operations, we work with researchers, trades people, engineers, managers, contractors and regulatory authorities to help ensure the NRC’s operations are compliant with federal, provincial, and municipal laws and policies.


As the HSE Technical Officer, you will be responsible for all aspects of one or more program(s), including monitoring for compliance against applicable regulations.   You will provide program management and technical expertise and lead the development and implementation of major operational initiatives, programs and processes to improve the efficiency and performance of the HSE program(s).  You will be expected to deliver timely and effective HSE programs to external and internal clients of NRC in alignment with NRC business goals and HSE program objectives.


To be successful in this role, you will be technically sound and need to possess advanced analytical skills to logically break down and prioritize the work.  You will further employ your advanced communication skills to articulate program requirements to various groups within NRC as well as sustain ongoing communication throughout program execution and delivery with the absolute goal of ensuring high level client/stakeholder experience and satisfaction.


In general, this includes assessing current program effectiveness and the impact of current programs to NRC Branches and Research Centers as well as tracking program compliance and details to support reporting to regulators. An important component of this job is advising on and resolving discrepancies in current methodologies used by different business units and assessing if changes are required to meet legislative requirements.

The role, continued

In some instances, you will work autonomously, overseeing the entire project/program lifecycle.  In other cases, you will consult and coordinate with other staff from HSE to advance your files, as well as other NRC branches and research centers.

Screening criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

University degree from a recognized post-secondary institution in Science or Engineering, with acceptable specialization relevant to the position (e.g. chemistry, geology, physics, biology, ecology, biochemistry, environmental science or environmental, chemical or civil engineering, and occupational health and safety).  

College diploma in a technical field and relevant experience in the field of expertise may also be considered.

Experience

  • Experience working within the federal, provincial and municipal legislation and regulations related to Heath, Safety and the Environment.
  • Significant* and recent** experience in interpreting, assessing compliance or applying HSE laws, regulations, technical standards or policies as applied to federal operations.
  • Significant* experience in project coordination, management and implementation.
  • Experience facilitating teams and providing technical guidance and support in working groups.
  • Significant* experience in planning, writing or evaluating technical documentation.
  • Significant* experience in risk management techniques/processes.


* Significant experience is defined as experience normally associated with having performed a broad range of related activities for a period of at least 2 years. 

** Recent is defined as experience gained within the last 6 years.

  • Solid* knowledge of federal, provincial, and municipal HSE legislation and regulations with the ability to provide advice on program implications for initiatives and projects.
  • Advanced** ability to use range of IT systems for program data management and analysis, applying project and program management expertise to achieve operational objectives.
  • Ability to synthesize multiple sources of information or summarize complex problems and present the subject in a concise written and oral briefing.
  • Ability to create reports and to develop work plans that include time and cost estimates for the corresponding initiatives, and the ability to present the report with a view to acquire the necessary support.


Solid* – a solid working level knowledge is required. The level of knowledge is used by fully qualified individuals to solve day-to-day problems and address normal issues.

Advanced** – in-depth knowledge (detailed and focused) &/or broad (extensive) knowledge of the subject area.  The knowledge is used to solve new problems and/or issues.

Compensation

From $83,435 to $107,838 per annum. 

 

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
