Your Challenge

Help bring research to life and drive your career forward with the National Research Council of Canada (NRC), Canada’s premier research and technology organization.

We are looking for an Executive Advisor to support the Vice-President and Special Advisor to the President, Biologics Manufacturing Centre. The selected candidate would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

The new Biologics Manufacturing Centre (BMC), currently under construction by the NRC, will help to accelerate Canada’s capacity to produce, access and supply vaccines and other biologics. Certified as Good Manufacturing Practices (GMP) compliant, the facility will have full end-to-end production capability for mammalian cell-based biologics. This includes a production capacity of approximately 4,000 litres per month, upstream and downstream processing, a fill and finish system, a quality control lab, secondary packaging, and related logistics management of final products. In the short-term, the BMC’s top priority and focus is to help secure the production of a COVID-19 vaccine for Canadians as quickly as possible, once one is approved by Health Canada. In the longer term, the BMC’s focus will be on providing innovative solutions for the domestic production and supply of novel biologics for the future, while providing Canada with access to a facility that is ready to respond to emergencies, such as a pandemic.

The Executive Advisor is accountable for providing management support to the Vice-President in the execution of her accountabilities. This includes proactively identifying, monitoring and assessing issues, risks and opportunities of strategic importance to the BMC; providing strategic advice on alternative courses of action; developing and monitoring the implementation of action plans; initiating and managing projects; facilitating the development of BMC performance plans; monitoring BMC performance reports; coordinating and facilitating access to organization-wide advice, preparation of briefings and decision documents and; liaising with NRC at all levels, external government departments and agencies and industry stakeholders.

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:


A Bachelor degree from a recognized university with specialization in science, engineering or business administration or a field closely related to the duties of the position or an acceptable equivalent combination of education, training and experience.

  • Significant experience in assessing priorities, analyzing requirements, developing solutions and obtaining cooperation of other organizations to ensure the timely delivery of services.
  • Significant experience in leading, planning, monitoring and re-aligning studies, projects or strategic initiatives within a fast-paced and complex environment.
  • Experience in researching, preparing reports, correspondence and briefings on a variety of complex matters for use by senior management.
  • Experience in liaising, at a senior level, with other government departments, agencies, and industry.
  • Experience in establishing and maintaining strategic partnerships within and outside the organization particularly with other science-based and R&D organizations.
  • Experience in designing and delivering strong impact presentations to various audiences.
  • Experience in managing financial, human and material resources.

  • Demonstrated broad understanding of relevant business and industry issues and of internal and external factors which affect NRC. A background in life science or in biologics manufacturing would be considered an asset.

  • Ability to conduct research and analysis of complex issues and prepare recommendations in the form of reports, briefing notes or presentations.

Salary Range

From $116,100 to $139,300 per annum.

  • A pre-qualified list may be established for similar positions for a one year period.
