We are looking for two (2) Auditors to support the Office of Audit and Evaluation located on the Montreal Rd Campus in East Ottawa. The selected candidates would be people who share our core values of Integrity, Excellence, Respect and Creativity.

You are responsible for assisting in the planning, execution and reporting of internal audit assurance and consulting engagements. Audit engagements are carried out in accordance with NRC Internal Audit’s Risk-Based Audit Plan which is designed to provide assurance for the President on the adequacy and effectiveness of NRC’s risk management, governance and control processes.

 

You will research and assist in developing documents and briefing materials for NRC senior executives and the Departmental Audit Committee. You will provide advice to senior audit staff and on occasion to management on matters relating to internal control and governance, identification of risk areas and of the means to mitigate identified risks. You also represents NRC when dealing with stakeholders, other government agencies, and departments and also helps to supervise the activities of contractors and participants in various associated working groups.

 

The work requires ongoing, highly effective communications with NRC officials to obtain an understanding of the business being audited, to identify potential management control strengths, and to determine the cause of any control weaknesses. Most of the work is confidential, requiring proper observance of security provisions and professional discretion. The position provides value added support to senior management and strives for efficiency through implementing innovative approaches in a fast paced environment using advanced software tools.

*Please note that this position is classified as a Research Council Officer (RCO). For auditors working in the core public service, the position we are seeking to fill is similar to an Administrative Services position between an AS-02 and AS-05 level.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

University degree in finance, accounting, business administration or a related field.

 

One of the following designations would be considered an asset: Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP) or Chartered Professional Accountant (CPA).

Experience
  • Experience performing audit assurance and consulting engagements including all of the following points:
  • Experience in assisting in designing, conducting and reporting on the results of audit projects or in designing, conducting and reporting on the results of audit projects;
  • Experience in assisting in conducting research, risk assessments, financial analysis, and statistical analysis or in conducting research, risk assessments, financial analysis, and statistical analysis;
  • Experience in assisting in collecting data and evidence, developing observations, conclusions and recommendations or in collecting data and evidence, developing observations, conclusions and recommendations;
  • Experience in assisting in preparing a variety of written material for senior management including comprehensive audit reports, decks, and briefing materials or in preparing a variety of written material for senior management including comprehensive audit reports, decks, and briefing materials; and
  • Experience in assisting in making presentations on audit findings and making recommendations to senior management or in making presentations on audit findings and making recommendations to senior management.

 

  • Preference may be given to candidates with experience in any of the following areas:
  • Performing audits in a SAP environment;
  • Undertaking statistical analysis and utilizing data analytics and sampling software such as ACL and IDEA
Condition of Employment

Secret (II).  A Secret clearance must be obtained within 12 months of employment.

Candidates will be assessed on the basis of the following criteria:

Technical Competencies
  • Knowledge of current audit practices and standards of the Institute of Internal Auditors;
  • Knowledge of Treasury Board of Canada Internal Audit policy suite;
  • Knowledge of the theories, principles, techniques and methodologies for internal audit;
  • Ability to communicate effectively both orally and in writing;
  • Knowledge of the principles of internal control including reporting, accountability and governance systems preferably as found in Government of Canada organizations;
  • Ability to prepare reports, presentations, and briefing notes using MS Office;
  • Ability to identify problem areas in operations, collect and document evidence, analyze cause and effect, and develop findings, conclusions and recommendations supporting these with evidence; and
  • Ability to assess risks in an Internal Audit context.

Relocation

Relocation assistance will be determined in accordance with the NRC's directives.

Salary Range

This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. The RCO group uses a person-based classification system instead of the more common duties-based classification system. Candidates are remunerated based on their expertise, skill, outcomes and impacts of their previous work experience. The salary scale for this group is vast, from $55,541 to $157,009 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions. The Auditors we are seeking would be placed at a range between $55,541 to $87,000.  In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
