We are looking for an experienced and dynamic Director General, IRAP - Québec Region for the Industrial Research Assistance Program. The Director General would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.


Working with clients and partners, the National Research Council Canada provides strategic research, innovation support, scientific and technical services to develop and deploy solutions to meet Canada’s current and future industrial and societal needs.


The NRC Industrial Research Assistance Program (NRC IRAP) is a critical component of the NRC with a clear mandate to support SMEs’ growth through innovation. The NRC IRAP has professional field staff that work with clients and give strategic advice to assist the firms with their overall development. The NRC IRAP also can provide financial support to these SMEs’ innovation projects.


As the Director General, you will be part of the Senior Leadership Team and contribute to the ongoing strategic direction of the NRC IRAP. The successful candidate will lead and manage IRAP operations in the Québec Region, build positive relationships with critical stakeholders and address the specific needs of SMEs in the Region. The Quebec Region has approximately 70 staff and invests over $65M / year.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:


University degree in science, engineering or business from a recognized university. Preference may be given to candidates with a combination of technical/scientific and business education.

  • Extensive experience in managing people in a participative and team oriented environment.
  • Extensive management and leadership experience in the private sector, preferably with companies with a technology innovation focus.
  • Experience in strategic planning.
  • Extensive experience in the management of complex budgets and allocations.

  • Knowledge of the Region and its R&D environment, R&D players and strategic issues.
  • Knowledge of SMEs and IRAP’s role supporting SMEs in the Canadian innovation environment.
  • A good understanding of management and change management practices and principles, particularly as they relate to matrix management and change leadership.
  • Ability to effectively lead and manage a multidisciplinary organization with a participative management style and entrepreneurship values.

    Relocation assistance will be determined in accordance with the NRC's directives.

    Salary Range

    From $138,000 to $165,500 per annum. 

    • A pre-qualified list may be established for similar positions for a one year period.
